CEI 数字考点:考生最容易记错的门槛、上限与天数(逐条附官方来源)
大多数 CEI (KAH) 考生并不是输在概念,而是输在数字。薪金门槛涨了、罚则改了、天数是「日历天」还是「工作日」——市面上不少静态题集还印着五年前甚至更早的旧值。下面这份 CEI 数字考点清单,只收录考生最常记错的数字规则:每一条都给出现行数字、最常见的陷阱旧值,以及可点击的官方来源。所有数字均核实于 2026-07-09;标注为高波动的项目在考前请以官方页面为准。

一、工作准证薪金门槛(最高频的旧值陷阱)
- 本地合格薪金 LQS = $1,800/月(兼职 $10.50/时)。陷阱旧值 $1,600 —— 这是最经典的一题。(来源:MOM Local Qualifying Salary 页)
- EP 起薪 $5,600/月(随年龄升至 45 岁的 $10,700);金融业更高,为 $6,200。自 2027-01-01 起新申请升至 $6,000(金融 $6,600)。旧的 P1/P2/Q1 分级早已废止。(来源:MOM Employment Pass eligibility)
- S Pass 起薪 $3,300/月(金融 $3,800),2027 起升至 $3,600。陷阱旧值 $2,300 / $3,000。(来源:MOM S Pass eligibility)
二、EFMA:无证雇外劳「初犯」与「再犯」不一样
- 初犯:罚款 $5,000–$30,000,或 监禁 ≤12 个月,或 两者兼施(法院裁量,初犯不强制坐牢)。
- 再犯:强制监禁 1–12 个月 并且(AND) 罚款 $10,000–$30,000。注意罚款下限从 $5,000 升到 $10,000,上限同为 $30,000。陷阱在于把「or both」误当成再犯的强制坐牢。(来源:MOM EFMA 页)
三、WICA 工伤赔偿:2025-11-01 起已换新上限
- 工亡:$91,000(下限)– $269,000(上限)。陷阱旧值 $76,000 / $225,000。
- 永久伤残:$116,000 – $346,000,再乘以 %PI(不是固定赔付)。旧值 $97,000 / $289,000。
- 医疗费上限:$53,000 或 事故起 1 年,先到为准。旧值 $45,000。适用于 2025-11-01 及之后发生的事故。(来源:MOM Work Injury Compensation — types of compensation)
四、PDPA 数据泄露:两个时钟别搞混
- 通报 PDPC:确认属可通报泄露后 3 个「日历天」内。
- 评估是否可通报:≤30 个「日历天」。考题常把这两个天数对调。
- 规模门槛:影响 ≥500 人即须通报 PDPC。

五、CPF 缴率与工资顶
- 年龄 ≤55 岁、月薪 >$750:合计 37% = 雇主 17% + 雇员 20%(陷阱会把 17/20 对调)。
- 普通工资顶(OW ceiling)自 2026-01 起为 $8,000/月。旧值 $6,000、$7,400 等均已废止;$7,400 是 2025 年的高频干扰项。(来源:CPFB 缴率页 + OW ceiling 页)
六、中介收费与退款(方向别搞反)
- 向求职者收的中介费上限:每服务年 1 个月固定工资,总额封顶 2 个月;计算基数为基本工资 + 固定津贴,不含花红/加班。
- 女佣(MDW)若在头 6 个月内终止,须向雇主退还 service fee ≥50%,并在 14 个「工作日」内退款。陷阱把 50% 说成 100%、把 6 个月说成 3 个月,或把工作日说成日历天。(来源:MOM EA 收费上限 FAQ + Refund of EA service fee)
七、雇佣法 Part IV:两个门槛都按「基本工资」算
- 体力工(workman)月基本工资 ≤$4,500;非体力(非经理)≤$2,600。关键:基本工资不含加班费、花红、AWS、各类津贴——别用毛收入去比门槛。(来源:MOM Employment Act — who is covered)
八、结薪时限:天数各不相同
- 常规工资:薪期结束 7 天内;加班费:14 天内。
- 因过失解雇 / 雇主终止合约:最后一天,若不可能则 ≤3 个「工作日」;员工未给通知辞职:最后一天起 ≤7 天。这是唯一用「7 天」的离职情形。(来源:MOM Paying salary)
九、公平考量框架(FCF)招聘广告
- 申请 EP / S Pass 前须在 MyCareersFuture 登广告 ≥14 个「连续」日历天(急聘也不豁免)。免登条件包括:公司少于 10 名员工,或岗位月固定薪 ≥$22,500。陷阱把「少于 10」说成「10 或以下」。(来源:MOM Consider all candidates fairly)
十、PHTA 与移民法的严厉罚则
- 人口贩运(PHTA)初犯:强制监禁 ≤10 年 + 罚款 ≤$100,000 + 鞭刑 ≤6 下;构成要件为 act + means + purpose 三者齐备。

备考方法:把「数字」当成一个独立复习专题
最实用的 CEI exam tips 就一句:专门刷数字。把上面每条抄成「现行值 / 陷阱旧值 / 谁的义务」三栏,考前把整张表默写一遍;做题时先圈出题干里所有数字与 and/or/must/within 等关键词,再判断责任主体是雇主、EA、KAH 还是外劳。数字会变——认准官方来源、留意核实日期,永远比背一个孤零零的数字更靠谱。
CEI Exam Tips: The Number-Rules Candidates Get Wrong Most Often (Each With Its Official Source)
Most CEI (KAH) candidates don't fail on concepts — they fail on numbers. Salary floors have risen, penalties have changed, and deadlines hinge on whether a rule counts "calendar days" or "working days." Plenty of static question sets still print figures that are five years stale or older. This list of CEI exam tips collects only the number-rules candidates get wrong most often: for each, you get the current figure, the stale trap figure, and a clickable official source. Every number was verified on 2026-07-09; treat the high-volatility items as "confirm against the official page before your exam."

1. Work-pass salary floors (the most common stale-number trap)
- Local Qualifying Salary (LQS) = $1,800/month ($10.50/hour part-time). The classic trap is the old $1,600. (Source: MOM Local Qualifying Salary)
- EP minimum $5,600/month (age-scaled to $10,700 at 45); financial services is higher at $6,200. From 1 Jan 2027 new applications rise to $6,000 (financial $6,600). The old P1/P2/Q1 tiers are long gone. (Source: MOM Employment Pass eligibility)
- S Pass minimum $3,300/month (financial $3,800), rising to $3,600 in 2027. Trap figures: the obsolete $2,300 / $3,000. (Source: MOM S Pass eligibility)
2. EFMA: first conviction is not the same as a subsequent one
- First conviction (employing a foreigner without a valid work pass): fine $5,000–$30,000, or jail up to 12 months, or both (court discretion — no mandatory jail).
- Subsequent conviction: mandatory jail 1–12 months AND a fine of $10,000–$30,000. The fine floor rises from $5,000 to $10,000; the $30,000 ceiling is unchanged. The trap is treating the first-conviction "or both" as if jail were mandatory. (Source: MOM EFMA)
3. WICA compensation: new limits since 1 Nov 2025
- Death: $91,000 (min) – $269,000 (max). Old trap figures: $76,000 / $225,000.
- Permanent incapacity: $116,000 – $346,000, multiplied by the %PI (not a flat payout). Old: $97,000 / $289,000.
- Medical expenses cap: $53,000 or 1 year from the accident, whichever comes first. Old cap: $45,000. Applies to accidents on/after 1 Nov 2025. (Source: MOM Work Injury Compensation — types of compensation)
4. PDPA data breach: don't mix up the two clocks
- Notify the PDPC within 3 calendar days of determining a breach is notifiable.
- Assess notifiability within 30 calendar days. Exam questions routinely swap these two.
- Scale threshold: a breach affecting 500 or more individuals must be notified to the PDPC.

5. CPF rates and wage ceiling
- Age 55 and below, monthly wages > $750: total 37% = employer 17% + employee 20% (traps flip the 17/20 split).
- Ordinary Wage (OW) ceiling is $8,000/month from Jan 2026. The old $6,000 and $7,400 are superseded; $7,400 (the 2025 figure) is the favourite distractor. (Sources: CPFB contribution rates; CPFB OW ceiling)
6. EA fees and refunds (don't reverse the direction)
- The service-fee cap chargeable to a work-seeker is 1 month of fixed monthly salary per year of service, capped at 2 months overall, computed on basic salary plus fixed allowances — not bonus or overtime.
- For a migrant domestic worker (MDW) whose employment ends within the first 6 months, the EA must refund the employer at least 50% of the service fee, within 14 working days. Traps: 100% instead of 50%, 3 months instead of 6, or calendar days instead of working days. (Sources: MOM EA fee-cap FAQ; MOM Refund of EA service fee)
7. Employment Act Part IV: both caps are on BASIC salary
- Workman: monthly basic salary ≤ $4,500; non-workman (non-manager): ≤ $2,600. Basic salary excludes overtime, bonus, AWS and all allowances — never test the cap against gross pay. (Source: MOM Employment Act — who is covered)
8. Final-salary deadlines all differ
- Routine salary: within 7 days after the salary period; overtime: within 14 days.
- Dismissal for misconduct / employer terminates: the last day, or within 3 working days if not possible; employee who resigns without notice: within 7 days — the only exit scenario that uses "7 days." (Source: MOM Paying salary)
9. Fair Consideration Framework (FCF) job advertising
- Before an EP / S Pass application, advertise on MyCareersFuture for at least 14 consecutive calendar days (no urgency exemption). Exemptions include firms with fewer than 10 employees, or roles paying $22,500/month or more in fixed salary. Trap: "10 or fewer" instead of "fewer than 10." 10. Severe penalties: PHTA and Immigration Act
- Human trafficking (PHTA), first offence: mandatory jail up to 10 years + fine up to $100,000 + up to 6 strokes of the cane; the offence needs all three limbs — act + means + purpose.
- Overstaying: jail up to 6 months AND a minimum of 3 strokes of the cane; or a fine up to $6,000 in lieu of caning (jail still applies). (Sources: MOM PHTA press release; ICA overstaying penalties press release)
11. The exam's own numbers
- CEI (KAH) full test: 2 hours, 80 MCQ (Section A 45 + B 30 + C 5 case study). The without-EFMA variant is 1h45m, 63 MCQ (33+25+5). Fee: $174.40 (incl. GST) per test. The passing mark is not published on the MOM page — check NTUC LearningHub rather than guessing. (Source: MOM CEI page)
Study method: treat "the numbers" as their own revision topic
The single most useful of these CEI exam tips: drill the numbers on their own. Rewrite each rule above into three columns — current value / stale trap value / whose obligation it is — and write the whole sheet out from memory before exam day. In the exam, first circle every figure and every keyword (and/or, must/may, within/at least), then fix whose duty it is: employer, EA, KAH or foreign worker. Numbers change — anchoring to the official source and its verification date will always beat memorising a figure with no context.
