CEI(KAH)考什么?雇佣中介考试大纲、高频法域与备考拆解

想在新加坡担任雇佣中介(EA)的关键职位持有人(KAH),必须先考获 CEI(KAH)证书。很多考生第一个问题就是:CEI 考什么?这篇文章把 CEI 考试大纲拆开讲清楚——考试结构、每个部分覆盖的法律领域,以及哪些数字最值得背。文中所有数字都标注了官方依据。

CEI(KAH)全卷共 80 道选择题,考试时间 2 小时,分三个部分:

如果你已持有 EFMA、考「免 EFMA」变体,则为 63 题、1 小时 45 分钟(A33 + B25 + C5)。报考费为 S$174.40(含消费税)/次。及格线 MOM 官网并未公布,请以考试主办方 NTUC LearningHub 为准,切勿臆测某个分数。

Section A:中介监管框架 + EFMA

这一部分题量最大,直接考「管中介本身」的规则:

高频陷阱是把 EAA 和 EFMA 搞混:EAA 管中介,EFMA 管雇主。举例,雇主无证雇用外劳属 EFMA,初犯罚则为 罚款 S$5,000–S$30,000,或监禁最长 12 个月,或两者兼施。中介收工人的费用则受上限约束:每服务年最多 1 个月薪金,总额封顶 2 个月

最后 5 题是案例题,主要综合套用 EFMA + 雇佣法 + 中介监管框架(EARF)。做案例题时按题目给定事实作答,不要用现实经验补充题目没写的条件;先圈当事方(EA / 雇主 / 求职者 / 外劳 / KAH),再定法,再找触发事实。

CEI Exam Syllabus: What the CEI (KAH) Exam Actually Covers

To hold a Key Appointment Holder (KAH) role at a Singapore employment agency (EA), you must first pass the CEI (KAH) exam. The first question most candidates ask is simple: what is the CEI exam syllabus, and what does the exam actually cover? This guide breaks down the structure, the law areas in each section, and the figures most worth memorising. Every number below is tagged to its official source.

Start with the exam structure

The full CEI (KAH) paper is 80 multiple-choice questions over 2 hours, split into three sections:

If you already hold EFMA and sit the "without-EFMA" variant, it is 63 MCQs over 1 hour 45 minutes (A33 + B25 + C5). The exam fee is S$174.40 (inclusive of GST) per attempt. The passing mark is not published on the MOM page, so confirm it with the assessment provider, NTUC LearningHub — do not assume a score that has not been officially stated.

Section A: the EA regulatory framework + EFMA

This is the largest section and tests the rules that govern agencies themselves:

A classic trap is confusing EAA with EFMA: EAA governs the agency, EFMA governs the employer. For example, employing a foreigner without a valid work pass falls under EFMA, and a first conviction carries a fine of S$5,000–S$30,000, or imprisonment up to 12 months, or both. Agency fees charged to workers are capped separately: up to one month's salary per year of service, with an overall cap of two months.

Section B: the broader legislation

This section has the widest coverage and is where marks are most often lost. You need to recognise, at a glance, which law a question is testing:

Section C: the case study

The final 5 questions form a case study that mainly applies EFMA + the Employment Act + the EA regulatory framework (EARF). Answer strictly from the facts given — do not fill in conditions the scenario does not state. Circle the parties first (EA / employer / work-seeker / foreign employee / KAH), then identify the law, then find the trigger fact.
